It’s part of the accelerator linkage and bolts to base of Carburetor.

no idea...easy way to tell? Truck ran good when I did the desmog....the smog pump was clicking so made the change.

It's easy - attach a short piece of vacuum hose to the bottom port and apply vacuum, best with a hand-held vacuum pump, or you can suck on the and of the hose and see if it holds vacuum. The diaphragm inside can get brittle and tear/crack. The two boxes in lower left corner of the diagram shows the test of the VCV.

it appears too...when i apply vacuum to the bottom port you can hear the diaphragm flex and it holds
