FJ40 mystery turn knob question

I got this 1974 FJ40 a couple of months ago and still trying to figure it all out. My question is what is the turn handle in the dash board? If I turn it to the right it tightens. Thanks everyone.

Looks like a locking throttle cable to me, but I don’t know about that being period correct.
Does it pull out? Does it pull out easier if you push on the gas pedal? Sometimes they're linked together.
 
Looks a bit like the old 8274 Warn/Belleview winch controls, though I don't recall it having writing on the handle.
Used for something else maybe: it's period- correct.

Just tried it and if I spin the handle to the left to loosen it I can then pull it out. No difference pushing the gas pedal down.
 
You have a throttle cable? Or a choke cable?

I seem to recall another post of yours about having a weber… most webers have the aftermarket or stock throttle cable go to the gas pedal
Yes I have a weber. I have the standard choke cable pull knob and this other handle separate. Let me take a look at the gas pedal. Maybe it was used to maintain higher idle while using the Warn winch on the front bumper?

Or the most unsafe cruise control you can imagine?
This is on my to-do list on my build actually.
 
My 1968 multi fueler deuce and half had a locking hand throttle. Was very handy on the autobahn running up against the governor for hours at a time, 55 mph.

It was also very useful when in low range low with the PTO winch engauged winching over trees, rocks, creeks and other obstacles that would throw you around in the cab like a rag doll - would be nearly impossible to maintain a constant RPM's otherwise.
 
You could make a hood lock out of it as per the anti-theft thread.

 
I ‘think’ @Ditcherman in post 13 has it.

I still drive my ‘75 40 that I bought new…never had this on mine…but somewhere in the back of my mind, I actually think this was a factory option…piss poor Cruise Control. Could be way wrong…but somehow that’s what I remember.???

I have a factory throttle cable … attached to the gas pedal … very handy to bump the throttle up to charge battery quicker … and yes I have used it as a cruise control

Really just for a minute to stretch my leg and reposition in seat … used to drive 3.5 hours regularly … it helped
 
Had one on my old 76 and used it as a hand throttle, loved it in 4L to free myself up to manage other things in the Cruiser as i crawled up a dirt road
 
It’s a sign of the times I guess that only one person mentioned the use of a hand throttle OFF ROAD! I have the idle set very low to take advantage of compression braking on steep descents. So I use a small amount of pull on the hand throttle for much of the rest of the trail, as well as the small assists on the steeper ascents.
