Yellow caution tape. During snows, emergency responders check cars that have skidded off the road for people trapped inside. If no one is inside (car temporarily abandoned) then they put caution tape on the window to tell other emergency responders that the vehicle is clear.

I saw 2 or 3 cars like that on 49 last weekend. All off the road and impacted onto trees. Never seen the tape before. Weather was fine, though.
