Have you tried jumper cables right on the starter? Quick way to eliminate/confirm wiring issues...
 
Had a set of cables that were bad inside. Couldn’t tell from outside. Ohmeter said continuity, but they would open under the smallest load. Hotwire the starter and jump it

OH you got a battery switchermaroo thingamajigger. crap... simplify. post pic of starter hookup at battery box, and pic of chassis harness hook up at battery box...we'll talk you thru defusing it...first, we gotta bypass your dual battery tender and any associated wiring, and give your chassis and starter a separate supply to prove it works. I'm betting it's in your battery switch...

I had 1 old cable from dual battery solenoid to starter. All others 0 gauge. Put new starter in nothing disconnected solenoid worked for week died again. Took old cable off used 0 gauge from dual battery kit. Bingo started. No bullet holes yet. Need another new cable will hook up both batteries again and see if it works. Got it!?
