That photo is deceiving, the air cleaner pictured doesn't use a clamp, just a seal and stud to mount to carb. The 74 and earlier carbs use band and clamp and 1bbl or 2bbl needs to be clarified like @pardion mentioned as there are two types.

If you have the pictured air cleaner (75-80 2F for ROW trucks) with early band carb 1 or 2bbl, then you have to make something custom.

It is a 1965 FJ45 LPB with an SD40. Maybe I am not supposed to have a clamp?

Yep, it does need a clamp.
