What exactly is this plug for, or what exactly is this hole for?
That hole is for drilling, tapping and plugging.

Searched for “Oil Galley Plug”
Plenty of write ups on how to address that and there will never be a better time than now.
 
My cylinder head does have that plug, I just checked.
We knew it did. That hole is left over from the factory drilling the oil passage to the rocker stand, every 2F has one.
Also, look into "Port-Matching" between your head and the intake manifold and your new header to smooth out the transitions between them. Also, maybe smooth the walls of the head ports and the intake manifold. And get some better plugs for those air injection ports...

As mentioned before, I'd like to send my camshaft to Deltacam in Tacoma.

What would you recommend?

Should I send my camshaft to Deltacam or buy the RV kit from Man-a-Fre instead?

Good question in the days of tariffs and shipping.

I'd bet it would be cheaper and faster to get it from man-a-fre, than ship yours over -wait for it to get fixed and then wait for it to get back.

I have never really understood RV and 3/4 race cams - marketing hype?

Its a tractor - not a race car IMHO

Do either of those ship to Germany? Back in 75-76 I was stationed in Ludwigsburg. I had my dad sent me parts for American cars owned by GI's. They went threw the US mail just fine back then. My sis lived in England for almost 20 years. I had her send me part for a friends english tractor, again just threw the US mail with no issues.
 
An option for a quality stock camshaft. This is a Melling USA made stock grind. The ad copy says OEM reboxed. I don't think so. It was a few years ago when I compared, but if I remember, this shaft had additional oiling holes. It was recommend to me by MAFs engine builder when they were in Simi Valley.

This and merry xmas! I'd give them a call and ask what it costs these days to ship back and forth. Buuuut posts like this remind me how much of a reach Delta Camshaft has. I've been there more times that I can count and still think of them as a local shop. 😅 They do decent work but there has to be something local that can regrind or get you a new cam, yeah?

When I did the full rebuild of my 2F, I had most of the same decisions to make. My block hadn't been rebuilt before but cylinders were scored.
I chose to bore it to the first oversize which I think was 0.5mm. I also surfaced the block and head only enough to make them flat and square.
My reasoning was that I wanted to leave as much iron in it as I could. Leave it there for the next guy! I also used a new, stock grind cam.

I bet it depends on what they have in stock; sometimes they need you to send in your cam to be reground, sometimes they have just what you want on the shelf.
I opted for the RV grind, supposedly improves low-end torque.
