Should the air filter drain hole be sealed? (2 Viewers)

I read different opinions on whether or not the drain hole in the air filter housing should be sealed - when having a snorkel fitted for the occasional deep river crossing.
There is a bit of moisture entering the snorkel head which of course needs to get out, and therefore a 100% sealing of the hole doesn't seem ideal - But on the other hand, if there is no working valve mechanism in the drain hole, probably there is a huge risk of drowning the car...
Seal or no seal?

The tuna can if fitted should have a rubber flap that acts as a 1 way valve, this should stop water getting in through that hole. Of course if it's become dry with age it may be less effective and be worth replacing if you are planning on regular swimming.
 
Can is under the hole, you can see rubber in the picture.
