Why wont the smog pump adjust

Starting to put things back together on my FJ60.
Went to put the belt on around the smog pump and the tensioning bolt doesnt seem to do anything.
WTH. The alternator tensioner is doing as is expected.

The only way it doesn't work is if you stripped it or lost a piece.

If it appears stuck "out" (belt too tight to install) it's because it doesn't move nearly as much as the alternator. I had to pry mine over the pulley even with it loosened all the way.
 
You loosened the locking bolt and started spinning the adjustment bolt? Take the adjustment bolt out(long one) and the nut it threads into off and inspect. If that's off and you can move pump manually (or with a lever) then the adjusting hardware is stripped.

How do you access the pivot bolt on the smog pump ? Am I correct in saying I need to remove the power steering pump to adjust the smog/water pump belt tension ?

No you don't need to remove the power steering pump or adjust the tension. I tagged you back to the diagram someone added to your coolant flush thread where it shows the bolt to loosen so you can adjust the air pump. And in one of your last pixs on it there is a photo of the actual head of the bolt. If you need help lmk, I am avail to talk.

You need a 2x 14mm(or.maybe 12mm) one on the front and one on the back of the pivot bolt. I get to the back one from the top, put a long handle closed end or something(socket will work) on it. . I get to the front from the bottom. When you turn the front of the pivot bolt(forget which end the nut it on) the wrench on the backside wI'll wedge against something(check what it wedged agaist ) so you don't need to hold it. Just need to loosen it, not remove.

No need to remove anything but the air intake hose

Yes I saw the diagram and could see what bots to loosen (per the person who posted the diagram). When I went out to the garage to do it, I could not see an easybway to get to the rear nut of the bottom (pivot) bolt.
