What's this green stuff on steering box?

That is just a marking that the rebuilders put so that they know it's been checked or so they could tell if the unit was molested. They tend to paint things black most of the time.

looks like wax or similar put on to indicate part was last installed by who ever put it on there

@hoser help me identify (I need new eyes) it's a remanufactured rack, so that makes senses.
