what is this thing below the carb thats seems to be connected to the fuel cut solenoid (green thing i think) could it be causeing my idle issues

Looks a bit like your manifold temperature sensor, it controls the carburetor fan so that you don't get Vapor locked and have a hard start the next you start your car. Probably not connected with your idling issues

Do you know how I replace it? It's in pretty bad condition!
 
The sensor should be fine, it's screwed into your manifold near #6. That's just the connector in your pic. just get a generic connector from any auto parts store and splice it on the old wire. There's a lot of heat there that makes the 30 yr old wire brittle, so it's a good idea to replace some of the old wire while you're at it.
