staking the timing gear oiler

I am not familiar with that term. There is nothing that should be done to it other then cleaning.

When you install it be careful not to screw it in too far, pushing the timing plate off the block. Maybe that's what they're talking about when referring to "staking". Use some threadlock. Can you post a link to where you read that?
 
I took it to mean using a punch to make a dimple at the base of the oiler and the plate to prevent it from unscrewing on it's own...sorta like staking a nut.

Exactly. Done with a punch or chisel. You do not thread it in till it is tight. You thread it until it is pointing in the right direction and no more than flush to the rear of the plate. As it is not always tight, you stake it.

Also used a little red loctite.
