Screwed up hood latch, Fix?

Hood part of latch the is wobbling back and forth like a blow up punching clown. Very loose and I can see where previous owner tried to slam hood down and have depressed the grill part of the latch. It's the spring part up there looks like maybe a skinny wrench and big screwdriver are needed but I don't have a wrench that will fit between the spring coils, is there another tool used for tightening that part? looks like there is slotted part that maybe is involved in tightening the spring assy so it does not swivel so loosely.
 
The jam nut is the base of the spring. Use a pair of channel locks to loosen/tighten.

x2. I have't been able to move the center "spear" with a screwdriver however. Probably need some PB Blaster. As it turns out, I don't think I need to make any vertical adjustments on mine but one of these days the piece will need to be removed for paint.
