I have scoured and searched....now i'm screaming "OMAHA".
I live in San Diego so if your close and willing ill be very grateful , and buy the beer and burritos.

Here is my little collection.
My rear locker isn't locking so I ordered the O-rings and little kit from Wits End and I've been studying these links in prep to open it up and see what is not happening inside. (I can hear/feel the very start of the lock process but then the rod clearly is not spinning and the windup springs not getting their tension).

What's the issue?

I recall I locked the actuator using the switch $ pulled into the harness, but not installed in the axle, then slid the dog gear over to lock by hand & installed it.

Am I remembering this wrong?

Or did you rebuild the actuator & get it all boogered up? Your post just seems like you pulled as a unit, you don't mention a teardown.
 
Update....I had one broken brush contact, i soldered a new one in place.
The issue that was wracking my brain was getting it timed correctly. i eventually figured out to center the wound gears in between the two stops on the cover plate. All systems are go now. Thank you all for your help, time and consideration.
