Not much to update @mtweller , sorry - work and life got in the way. I do need to sort out the parking brake and speedometer asap, although w/ the 3-spd I'm not too worried about speeding. I'm still taking inventory of what all I need to do and trying to prioritize.

Stoopid Noob Question: Everything I can find says that for the build date on this 40, the emergency brake cable should exit the xfer case drum to the US driver side - just want to confirm this?

Seems someone reinstalled the xfer case parking brake off by 180*, so the cable exits to the US passenger side and is not connected to the dash handle.

Maybe the trans and tcase are replacements from a 55 series??

Thanks, Jon. This is a mystery and it could be a 55 brake - the adjuster is on the bottom, brake cable to pass side. Guess I'll see if I can't source a 40 backing plate for it so it is correct since it seems the 40 and 55 internals are otherwise the same.
