#8 is a wire cutter. When I was a boy, I delivered the Washington Post newspaper. We received the papers in wire bound bundles. All us carriers had one of those tools to snip the wires

Correct, My Dad owned a paper route and we had several of those to cut the bundles. Man does that bring back memories. Not sure why two cutters, but you could hold it any way and cut.

Later, they started bundling the papers with them flat plastic bands. Overnight, the compact wire cutter was no longer needed.
 
That must of been after me, we sold the route @ 1967. Used to throw papers out of a 1959 Willys Wagon.
