Never heard that sound before, i heard something similar on a customer's car and it turned out to be his starter going bad. The gear inside made contact with something and produced a faint scraping sound. Replaced it and all was well.

x2. Hard for me to tell from the audio, but if that's a metallic scrapping noise, I'm leaning starter.
 
If its that metal on metal sound when the engine actually starts.
Starter gear not disengaging from the flywheel quickly.

Try start it again WHILE the engine is running, be you get the same sound. (Really quickly of course)
 
Did you just hold the key in the start position for too long? It was hard to tell but looked like your hand disengaged long after it had kicked on.
 
I second Drifter, metallic noise is a delayed release and some exhaust noise too. Maybe time to get a new starter and replace it soon.

That is my son and he said he didn't hold it longer than normal. It also doesn't make that noise on every crank. Seems to in the mornings but not as much later in day.

On my lx it has the easy start or whatever so you just click the key over and it cranks and fires. I thought these couldnt start too long.
 
Possible, starter Bendix drive hang, and hole in muffler.
Place a, mechanics stethoscope probe, on starter, then start. May help diagnose!

I'd say it is the starter not retracting quickly after startup and grinding with the flywheel. I had a Subaru that had this exact same noise. Only happened on cold startups and usually the weather had to be below 40 deg. Once it was warmed up, it was fine.
 
I also believe the noise is the starter grinding on the flywheel. But ironically the battery will sporadically charge up to 16.5 volts. Is there any way these two issues are related?

I wonder if the voltage regulator is in fact bad and alternator is replaced, would that allow the starter to work properly?

The voltage fluctuation is a good sign alternator is grumpy.
I forgot the grumpy noises mine made on its way out, but remember the higher voltage.
Could be it...the noise.
 
Sound I heard, didn't sound like alternator to me. But should be consider and checked.

A typical Alternator going bad, will often give early warning sounds. They squeals like a bad fan belt, idler or tension bearing. I can usually, narrow down location of squeal, with a stethoscope placed pulleys and on alternator. The alternator squeal sound, tend to come and go in beginning. In time, become constant. These usually end up, under charging battery. I see 8 out of 10 alternator, that fail prematurely. Do so, when #1 skid missing.

I see your battery gauge near 18V. But gauge reading, should be checked, with multimeter on battery. All reading should match. If overcharging (voltage), they burn out batteries fast.

A bad starter bendix drive. Sound a bit like, when ones hold IG SW in start position to long (after vehicle started).
