Honestly, I wouldn't be surprised if she could pull 17-19k out of it in today's market. Even downmarket vehicles like 4Runners are going for thousands over blue book right now regardless of mileage. It's obviously not a perfect equivalent, but I recently sold an '03 V8 4Runner with 275k for $2.5k over KBB value ($7k selling price.)
Personally, if it's in genuinely good shape other than the mileage, I'd list it at 20k and see what kind of offers come through. I'd also think it would be worthwhile to list it up and down the I95 corridor Craigslist markets – New Englanders won't hesitate to pay top dollar for a low-rust truck in good shape.
