measure bumper height on stock 83-87 pickup/4runner

Can anyone with an 85-87 pickup or 4runner give me the dimmension from ground (when truck is flat) to the bottom of the steel bumpers on a stock vehicle? i know there is a guard on the truck (air dam or something) that i am missing.
 
I assume you mean the valence (yellow metal trim below the bumper in the first photo)? I'm not near my vehicle but you can see where it sits relative to the tow hook if you want to measure yourself.

I added a second photo of the same vehicle with an OME suspension and ARB front bumper. As with most aftermarket bumpers, you have to remove the valence and leave it off.

Not sure what you're trying to do.

I need the dimension of a stock vehicle so that i can find out how much higher my truck sits with a small body lift.... i am trying to pass inspection....
 
i know ALL the rules. been researching for the past 2 weeks. talked to people at DOT, AAMVA, etc.... i could right a book :)

Bumper laws do not even apply to MPVs. i dont think we even have to have a bumper.

a couple thoughts are that bumper heights varied depending on whether you had a truck or 4 runner based on the weight of the shell, v6 or 22re and tire size. My truck has a 1 inch body lift to clear 33" tires but the arb bumper is not lifted, I chose to insert a plastic trim piece from a tacoma bumper in the gap.
