Yes the Primer I bought is used two ways. One you mix it 4 parts primer, 1 part reducer, 1 part activator. Laid that down first. That is your sealer. http://www.klinesauto.com/PDFs/oct07Tech/egc21tds.pdfDitto.

The second way is just straight 4:1 primer:activator. Used that as a surfacer.
