FJ62 power steering not right after refresh.

Had my fj62 steering box refreshed by West Texas Off Road a few months ago. Reinstalled, refilled and flushed PS system per manual, etc... Ever since the steering feel has not been the same. And by feel I mean the delivery of assist/power feeling from the pump. It just feels weak and choppy. My son drives it mostly and he notices it. It feels like it has gotten only slightly better over time.
I had some loose belts at one point, tightened them with no improvement.

I've perused numerous threads on PS content.

Just today, I jacked up the front wheels again and ran it lock to lock numerous times while running, no immediate improvement. Have not done it with the engine off like some threads suggest, will try that as well.

Fluid level is good (yes, ATF), fluid still looks brand new as when I first refilled it after rebuild. Not noticing any frothing or bubbles in the fluid.
Had my son turning the wheel lock to lock (fast and slow) today while I watched the fluid in the reservoir, I was under the impression the fluid would be noticeably flowing and churning....saw very little fluid movement at all.
Does this mean anything?? ....granted the pump is not under load because the wheels are in the air, but thought there would be some more noticeable fluid movement.

Maybe the pump is wearing out, but it was running pretty good before doing this job.(?)
Maybe something isn't right in the steering box after WTOR rebuilt it. (?)

Appreciate any thoughts or suggestions on this.
 
original pump? they can be rebuilt but if the carbon wipers or bore of the pump is shot, you're going to have diminished capacity...
 
that's what I'm talkin about.^^^
