I just pulled the front retracting belts from my '89 FJ62 donor vehicle to install in my '86 FJ60 project vehicle, and I thought I had the same issue with the retracting mechanism. After installing the drivers side belt I noticed it works fine. I believe the belts have to be installed in the proper orientation in the vehicle, otherwise the ball bearing (proper term?) will keep the belt from retracting. Maybe that's the issue with yours.
