Personally, I would try to find everything else before that. My emissions monkeys never even noticed that I was missing that (well, they missed a bunch of other things too). In California they might, however. I know there's pictures here on MUD...

Exhaust insulators are unobtanium from Toyota...been looking for over a year to find something at a reasonable price. If I could just find the tube, I would fabricate something up...
 
Why is it that I can find smog pumps/air pimps from 70 bucks new up to 300 bucks. This price difference is making me think there may be different qualities or perhaps a different part altogether.

I purchased a smog pump from rockauto.com for $67 and it has worked flawlessly. I've rebuilt two pumps and they required pullers that cost more than that and then there was the cost for the 6 bearings and special grease. The A1-Cardone smog pump works as well as the two I rebuilt. My vehicle passed emissions testing with the A-1 Cardone smog pump as well as it did with the one I rebuilt. Let’s just say that I was impressed enough to buy another just to have as a ready spare.
