Paint with black Rustoleum and do what Nolen says. At least the paint will make you feel better!
 
Rustoleum makes a product called Rust Reformer that I often use as a primer on lightly rusted metal parts. It's not POR15 by any stretch but better than nothing.

1989 4runner has no heat. search didnt really produce results for me.

I replaced the tstat with a toyota part from the dealer. still no heat. winters coming. I will replace the heater core if need be.
Any suggestions here? What could some other causes be?
The hoses going into the fire wall are hot. The valve appears to be opening when I pull the lever.

remove the hoses at the core and use a garden hose to back flush the core.
 
I used muriatic acid diluted 1/2 with water in the heated core and let it sit for a short bit and then flush it out really good with water from the hose.
 
I've been noticing my coolant dropping on my 22RE and tightened all the hoses. Still dropping. Then the idle started acting wierd--a little surging and just seemed rough. Today i noticed a lot of white smoke in the exhaust and the coolant ran so low I had to pull over and refill it on the roadside. The first thought that comes to mind is head-gasket but the oil looks normal--not milky or bubbly. Any thoughts out there on what this might be?
 
STOP DRIVING IT. There is a definite problem and sounds like a head gasket. You don't have to have water in the oil to indicate a blown head gasket.
