Everything is there, but it all needs to be restored. It's likely worth more than $3k, but not much more
There's a drop down tailgate in the mix.
 
Yeah there are a lot of parts, but sitting for 27 years pretty much makes it a TON of work, not just saying the rust. What parts are you saying are worth way more? The emissions and drivetrain?

Every piece of hose/rubber is done for. The engine doesn't work (currently..it will probably start...maybe) the clutch was slipping. So basically everything needs redone/refreshed on it. Interior/seats, plastics and a couple of windows are missing. Suspension is shot, tires

You'd spend way more than $3k just buying late model top with the side vents, doors, ambulance doors, OEM grey 79-83 driver/passenger seats and jump seats, intact emissions, etc. The engine compartment is 100% stock without three decades of hack job repairs and bad mods to fix. It's rusty but unmolested, which is better than a bondo queen IMO. Could be that it's more valuable as parts but it'd be a shame to part-out a complete late model 40. It has the potential to be a nice driver for some one getting into the hobby who's willing to take it on.
 
The other thing to consider is that people that say ‘it would sell for this’ are full of crap…otherwise he would have sold it. Unfortunately that thing will be sitting there when he passes away and his kids will junk it. Get his email and send him this thread so he realizes his expectations are currently out of touch. (No offense to the old man if he eventually reads this!!!)
 
This one really looks worth investigating further for someone looking for a 40 with reasonable mechanical skills….. needs the SBC replaced. Easy work.

You could say it’s worth more as parts. The guy parting it out isn't going to spend a bunch for it. He has to strip it, then wait for folks to buy the parts. Some will move quickly and will likely help recover the cost of the purchase, but other parts may not sell for years.
