FINAL UPDATE:
Took the cruiser back to the shop and they inspected the T case and actuator. They said the Tcase looked perfect and the actuator was working properly when bench tested. They said to replace the detent switches on the Tcase. I ordered the parts and installed all new switches. Still didn’t fix the problem. Also tested the CDL relay and it works as it should.
This only leaves an electrical issue as the culprit.
I decided to go ahead and do the 7 pin mod and used a spare hazard button as a CDL switch.
That fixed my problem. The CDL now locks and unlocks with the press of a button. THANK GOD.
