Bolt on Bike carrier for swing out spare?

I have used this for 3 years now & think it's the best solution as long as it is for 1 or 2 bikes

The mount goes behind your spare tire & sticks out the hub hole. The rack itself can then be easily be put on or taken off in a couple of minutes. The arms fold down when no bike is on it.
±1 for the Sparetime. It also has a bit of adjustment to offset the hanger to one side for spare tires which aren't centered. My Kaymar spare is on the DS and I didn't offset it. 1/3 of my MTB tire sticks out the side. No biggie.

Racks that mount to our swing out spares have an inherent advantage over most hitch mount options here because you can access the cargo hatch easily. There are a couple of hitch options on the market that can swing out or fold down but they’re pricey.

Who makes it?

Thanks! It's a Northshore NSR-4. I love it, but it's definitely on the pricey end of bike racks. My first one would wiggle and the bikes would damage themselves against each other. None of that happens with this rack.
 
How much side to side movement do you get with the NorthShore rack? I have a 9' flagpole I haul, and it sways pretty significantly when turning and driving around town. Fine on the highway - but floppy in town.

I feel that a vertical mount needs at least 2 solid points of contact- much like a roof rack design.
