X2 on the axle being turned around,

problem with turning the diff cover over is now the fill plug level is too low and starving the pinion of oil

Isn't the fill plug already in the lower half of the cover? Turning the cover over would put the fill plug higher?

Yes... the fill plug is normally on the lower half of the cover... no change.

I got all confused, looking at this pic it looks like the lower edge of the fill plug is lower than the bottom of the axle housing

This gives me a headache.
Pull the cover off. No gasket is really necessary, you can run a form in place gasket to seal it back up.
ARB Locker plumbed in the axle housing seems really, really odd..
