So my horn quit and checking connections everything looks to be good. Can anyone post up where Toyota hid the horn relay on a 10/78 manu date 40?

No horn relay to find. The horns are tied to +12V on one side and the horn switch grounds the other side.
Things to check are the steering wheel rag joint. Make sure the wire has not broken that ties the column to the steering box allowing the column to be grounded.
Dirty horn contacts in the steering wheel.
Blown stop light fuse.

My '78 horn was intermittent for years, and I cleaned everything - except the stupid spade connectors on the horns themselves! That fixed it permanently, and now my horn works 100% of the time.

Blown fuse-hazards were not working either:beer:

Thanks all as I was adjusting backlash in steering housing so @Coolerman had good advice!
