My non turbo 2L won't go higher then 3900RPM. If I push the pedal slightly higher it does not increase RPMs it instead just spews out black smoke. Would this be a dynamic timing issue? I've:
  • Set factory static timing (1.06mm)
  • New air filter
  • Valve lash adjustment
  • yelled at it
  • hit it with my purse
  • turned the fuel screw up and down
  • tested the injector pop pressure (1600-1700PSI)
I am now asking for the internets opinion on this issue.

As you can see the max RPM screw is already nearly in all the way. Going up hills I am nearly floored since the RPM governor is very strong on this new injector pump compared to my old one.

4800 should be redline

have you opened up the top of the pump? Is everything moving freely? maybe something is jammed?
 
Your timing is too far advanced. Is the pump a tooth out?
 
is this ziptie limiting your pedal cable?
