That's one hell of a catch on the freeze plug. Does it have any siblings on the block you can identify? Maybe it's just a plug or two or maybe the engine has been rebuilt...any other indications of a teardown? Antique archeology at it's finest :)

When you cleaned the starter, did you open it up? It might just be a contacts/bendix needs replacement, cheap fix.
