The economy are just the same as using the cheap auto parts brake pads. Don't use them they are not good. I have heard they make noise, create more dust, and don't last as long.

I can't recommend a shop since I am not in that area of the country, but incase you are not aware to remove the front rotors the hub flanges need to be removed and the bearings repacked. It is a more involved job then with most cars.
It could be another brake line, hard to tell. I noticed a lot of rust on the fuel tank shield. The line was probably leaking so he just abandoned it. 🙄 If i were you, I'd replace all the brake lines.
Its definitely a brake line going into your brake master cylinder. It looks like some one already crimped it with a plier to try to close it. It feeds the left side of your brakes. Im surprised you haven't noticed your brake acting up because of this.
