what does it mean when i turn the differential lock switch to front rear or both all it does is blink
 
it means they are not locking. you are in 4lo when you switch them on? if so, it could be a relay, or the actuator, or corroded conectors.
 
I think that team420 asked the first question that needs to be answered: Are you in 4lo?
 
Your center diff lock must be engaged first. Transfer lever in Lo, or your center diff lock button pressed (if you have one, most don't). Once you get the orange center diff lock light on the dash, only then will the axle locks even attempt to engage. Until then incessant blinking.

That said, this exact issue has been covered A LOT in the last month or so in multiple threads. Spend some time digging. You'll get answers more quickly than the back-and-forth in here.
