The band needs to be seated in that groove to seal and not pull off. Kind of like seated the bead on a tire. Might be able to slide it in place and tighten the clamp up.

I pulled the front third apart, cleaned and painted. Now to put it back together! Stand is working out great. Nice having the table there to lay out the parts.
