If it's been raining, and you've been driving, that area is indirectly exposed to the wheel well area. Water spray can, and will wick up that material.

I wouldn't worry about it, unless it has a color or smell like fluid from the vehicle.
 
Are you missing the fender liners?
What do you mean with fender liners? The wheel well has those plastic liners if that's what you mean. It seems to run from the windshield and hood into the gutter of the fender and then into the engine compartment. That insulation is completely soaked. Can't be good for rust.

BTW: the glass bottle is meant to keep rodents out (martens)
 
Please send another picture, zoom out to show the area where the hood meets the cowl. There should be some gaskets.

It looks like you have the appropriate gasket. Just make sure it has all the clips to attach it firmly in place.

Do you have ac refrigeration? I did not see it in the picture. I would not believe that condensation on those lines would be the cause of the wet insulation.

Other than that I don’t have much else to offer on your HDJ100.
