I would still be looking for a small vacuum leak. 4.5 turns out sounds like you're compensating for a lean condition.

If I max out the timing for max vacuum I do get pinging so I went back to 13 degrees. Idle mixture does best at 4.5 turns out. Idle speed set to 650 rpm. It did have a bad vacuum leak before I rebuilt her and it doesn't act like it has one anymore.

Just took a little drive on the interstate. Gutless wonder at this point. Couldn't keep 75mph. Is that just the stock gearing and 36's at this point?
 
Thanks. I can lean it out to say 2.5 to 2 turns and it still idles fairly well, but 4.5 turns seems best.

I was wondering if at high altitude with the High Altitude Compensation valve bleeding vacuum if that would also cause a lower vacuum.

I'm at about 10.5 in vacuum at this time. The valve adjustment is at .014 int/ex per Delta.
 
FWIW, my 2FE pulled 13-14" at 1300' elevation right after the cam was broken in.
