Spurrier is going to have much more success with Shaw as a running QB the rest of the season than a passer.
Because of Jeffery being there he will be double covered at all times and you will see the occasional pass to him just to keep the defense from stacking the box. Jeffery gets/deserves lots of attention out there on every play because if you one man cover jeffery you will give up BIG plays. Not many secondaries have someone that can out jump Jeffery on the jump ball. And even if you can he's going to have the size/ability to knock you off of it.
That keeps less men in the box and allow for the short run plays which is what spurrier needs for his offense to win.
The entire first half of the tenn game was spent trying to spread out the D and wear them out because they have no depth.
By the time the second half rolled around and the Tenn D had their hands on their hips and were committed to doulbe teaming Jeffery the run game opened up.

You call plays to set up the next play call and you call plays according to what the other team allows you to do.
With a dominating D there was no need to take risks.
