Ideally you should be at 20 in hg. However, you should subtract 1 in hg for every 1000' of elevation.
You don't normally experience significant idle and stalling issues until you get to around 10 in hg and below though. If you're around 15 in hg, and you're experiencing idle/stall issues, you may be dealing with another issue in the fuel system (normally carb related).
