1. the insulator block does take a gasket on both sides
2. you do appear to have an intact gasket there on the secondary idle shutoff (74 as you indicated). it will be silver underneath if you peel the black bit away.
out of town right now but i get back tomorrow and will check for the insulator block, thanks again for sending it!
