Solutions for the rubber bushings between the fender skin and fender support rib?

In an effort to fix my sagging fender (this is a late 72') I made a terrible choice and removed it, only to discover the spot welds had all broken and the fender skin had fully separated from the support structure. I need to stop trying to fix things.
Anyway, having never really spent time looking under my fenders I discovered there are a couple rubber bushings and mine are rock hard. While I'm in here I figure I should replace these but I'm not finding anything about them anywhere (checked some sites, FSM, etc). Anyone have any ideas? I'm sure with enough googling I can find a suitable replacement, but I figure if someone else has already solved this one I would check here first.

Those bushings are not oe.
Your po had separated those pieces.
Weld them back together like they are supposed to be.
 
I never seen anything like that. Im pretty certain my new oem fenders didn't have any rubber in or on them either.

Interesting. I've had this 40 since 1980 and I'm not aware of the fenders ever having been modified or swapped prior to my owning it. I did have it repainted about 25 years ago... maybe the body shop did it?
I just checked the driver side fender and it has the same bushings in precisely the same location.

Yes they are factory, my 72 has them as does my 69, the 69 support bracket doesn't carry on to the outside of the fender though. Probably to discourage rust between the metal - didn't work. Hydraulic jacks have a similar plug as the oil filler.
Just had a look at some 78 fenders, they don't have the plugs but the holes for them are still in the support - must have been phased out.

I got a couple new oem fenders on my rig from the dealer years ago. I’ll check them out. I think I did notice those on one of mine. I have one FJ40 and one BJ40 fender not sure on years but that’s what the dealer could get me.
 
Just use a good 100% silicon calk, squirted back in as dabs. Buy some neoprene corks, cut slices and glue in place. I don't think my 72 had them.

Those are stock OEM on the 1979 at least. I found some suitable substitutes from
McMaster-Carr. They were dead on perfect replacements for those on my 40. Obviously
you'll have to separate the rib from the fender...which is what I was doing since I had a lot of patch work on the
sheet metal.

Its this style bumper in the following link, but I no longer have my order receipt. Just measure the hole width and
metal thickness and select the right bumper from here.
