tenderness is due in large part to cooking. other factors do play into it, but technique in the end will win out. ive had some tough as hell filet by people who had no idea how to cook. I am not saying that you arent correct in what you are saying as for the most part it is right on the money, but there are a great many flaws in the USDA grading system. it should never be the be all end all of standards.
and I am in 100% agreement with the fact that a properly aged steak makes all the difference.

I work meat for a living as well. i hope to get a little spot on a corner some day but right now im workin meat for others.
