Intercooler will definitely help, but exhaust seemed to make the biggest improvement in that scenario for my truck. I did my upgrades one at a time, N/A 1hz > turbo (no IC) > Intercooler > 3" exhaust, and by far the biggest improvement to temps was the exhaust. The intercooler was helpful at sustained highway speeds, particularly while going up slight grades at speed (living in the mountain west this is sorta important for me).

he already has 3" exhaust I agree that is the best place to go first.
