From experience messing with mine and looking at the parts diagram, I think that is a totally foreign part. The only thing between the airbox and the throttle body in the diagrams is the intake hose itself, and a metal clamp on each end. No gaskets.. the "seal" is the plastic pipe directly on the airbox and TB.

Stock intake system correct? Some snorkel systems could use parts like that as a gasket.. but if your truck had a dorkel you'd know. Plus, it should be on the other side of the air cleaner and charcoal filter in the airbox.

Buddy of mine claims it is an intake pipe gasket or seal. He owns a bunch of diesel trucks and says these are common on them. I don't see such a creature in the parts diagram/list. Any thoughts?
 
Looks similar to rubber couplings used on aftermarket intakes such as a K&N to attach the intake tube to the throttle body. Maybe it had something like that on there and the PO switched it back to the factory air box and wasn't sure about the gasket and left it in place?

Might be common on diesel trucks but it isn’t for one of ours. Let alone if it were a toyota part there would not be the terrible quality control allowing some parts of it to be thicker than the other.
I’m 99.9% sure that did not come from anywhere on your vehicle.
