Didn't you mod the crank pulley?

Not at all. I just took it apart to clean up the the rust and I powder coated each part seperately. There is no way that the PC is causing this much of an off set. It is either the crank isn't cranked down far enough or the water pump pulley flange needs to come out a bit.
 
I think I need some measurements. Can someone take some measurements from the wp flange to the block. The space between the crank pulley back and the front of the harmonic balancer. The distance from the block to the back of balancer and the block to the back of the pulley. I need to figure out which one is off and fix it.
 
I stand corrected... it is 5 1/4 to the end of the flange... it is 5 5/8 to the end of the shaft.

Some more pics. On these I put the sheetrock square against the flat of the front of the harmonic balancer.

Like I said it is about 1/4 an inch out. Or maybe it is more of an 1/8.. whatever you can see what I mean.

Nope the bolt heads on the back of the crank pulley don't even come close to the cover. I got close to half an inch of space. I got a local club member who has a 79 engine and he is going to take the back of the water pump flange to the block measurement for me. I am going to get him to give me the measurement from the fron of the flange to the end of the shaft too. That is where we both suspect the problem to be. I don't have a press so I am going to try to move it with a puller.
