That's the point. Weber can't handle 6-8lbs.
i didnt run a regulator on either of the two cruisers i had webers on for almost 20 years.....when i briefly tried using one, it created driving issues, exactly like your list of issues.

Appreciate it. I'll keep tinkering. Had no problems with the 32/36, but the 38 was dumping gas. Perhaps need to play with the float again, replace needle and seat. One of these days I'll find a whole air cleaner set and get the "real" carb back on.
 
I have repaired many steel gas tanks using sheet metal patches and a brazing torch.

Don't be a chicken
Rinse it out with water and weld it up!
If you wish to spend money, don't let me stop you, but for the price of a new tank you could probably buy a good used acetylene rig and fix it yourself, and then you have an acetylene rig and all sorts of other options open up to you when you can turn steel to liquid!
