Panel replacement and prep

I am replacing the rear wheel well caps. I have read about weld through primers, but was wondering if that is necessary for the caps. I will have the top off frequently, so weather will be a factor.

They will get paint and some type of seam seal. What is my exposure for rust? This is not a restoration. I will wheel it.

It's only $10-$15 a can. I would use it. Water can find its way into almost anywhere.
