I am looking to purchase Toyota Part Number 38143-60010. This is the small cable lock on the side of the cable drum for a Winch. In the attached drawing it is identified as item 'W'.

Alternatively I can fabricate one if a member is so kind as to send me the measurements or the part to replicate.

Take some 1/8” stock and make something with the right hole spacing to match the holes in the winch and radius about the same as your winch cable. If it doesn’t clamp it well enough or you can’t tighten the bolts enough make another one with a little more or less bend to it.
 
Here you go. Please bear in mind that this is not a high accuracy part. DISCLAIMER: The drawing I have made is for REFERENCE ONLY and is merely a representation of the physical part in my possession. Additionally, I understand that the drawing is not fully defined. The original dimensions were likely closer to whole number dimensions. When you draw in CAD, the model is perfect, when you punch and stamp sheet metal, it is not. This is literally a flat piece of steel bent over a rod with 2 holes in it. I hope that your reproduction adds that final detail to your project to make it as close to original as possible. Cheers.

Holy s***. I didn't see the part about the beer. If my drawing doesn't suffice, I'll send mine to ya in exhange for some of your finest local craft brew.
