Lower dash pads install question

I want to put lower dash pads on my Columbia 1978 FJ43. There are no holes in the face or clips in under edge. I can’t get an answer from city racer to my question.
“The pads have bolts for mounting & my question is, do I just drill holes in FACE of the lower dash in order to bolt on?”
Probably a simple yet silly question but I don’t want to waste time or money so it’s prudent to ask for guidance.

Originally they had square holes and retainer clips it I'm remembering correctly.
 
In your shoes, if they have bolts, or even if you had to thread the posts, I'd drill holes slightly larger than the bolts and throw a nut on the inside.

In our climate, I'd smear a small bit of grease/neverseize around the new hole (and the bolt) to ensure that the bare metal doesn't rust and the nut's will come off if you ever need to take them off in the future.

Present me has often thought, "I'll never need to take this off... :D", and then future me is like why didn't I realize I'd need to take this off for "obvious" reason. Hindsight is always 20-20,

You know, just looking at an online photo I figured that would be the case but if you read my thread I was just looking for affirmation vs finding out otherwise.

I was asking a somewhat serious question, how else would you attach them? You were blaming the seller for not answering your questions, so I was curious if you had some other type of plan. I'm here to help, but ya gotta do some effort on your part too.
 
It’s as easy as getting the holes in the right spot. Instead of using the stock inserts you can use push nuts in the right size for the studs. Cheat and use a self tapper on the bottom lip to mark the holes for the sheet metal screws or small bolts/nuts.
 
Your 40 is the non safetyized version… they don’t come with bumper pads … therefore no holes

You would need to make holes … or use some adhesive or butyl tape to hold the top

If you do drill them you could follow what racer posted in the description …
“Can be installed either with the original clips or by threading nuts onto the mounting bolts”
