Loud Buzzing Noise When Ignition Is Turned To On (w/Video)

So I was out washing the cruiser today and backed it out of the driveway to play vehicle dominoes so I could get it in the garage and out of the sun. Got back in it and started it up and was greeted with a loud buzzing noise coming out of the dash/steering column area that I have never heard before. I shut it off and went to crank it again and noticed it came on before the car was running. So anytime you click it past acc to on the noise starts up, engine running or not. I messed around with the dash buttons to see if anything would shut it off and found out that turning on the emergency flashers kills the noise. I unplugged the battery and then reconnected it and tried again, still there.

Any ideas? I've searched around some and haven't found a whole lot. Sounds like I may need to start pulling fuses and see if I can get it to shut off and go from there, but I figured I'd see if anyone here has any ideas while I'm at work.

I can't see the video, but there's a cooling fan above the radio that is known to go out.

That sounds more like a buzzing relay, probably the turn signal relay? I'm sure it's happened to someone here that knows for sure.

I had my dad come over to check it out (he grew up working in his dads service station) and naturally the noise has gone away completely. That figures haha.
 
Definitely sounds like a relay. Being that its repeatable shouldn't be too hard to experiment by placing your hand on the various relays under there and pinpoint which one it is.
 
I had a sticking relay last month! I turned truck off and still heard a faint buzzing, after searching hi and low, I realized it was a relay! I just took my knuckle and "tapped" on top of it, and it's been good since! I wish I knew which one it was! I believe the ac, acc., rear defrost, and front defrost are down there. Good luck
 
Thanks for the help! Once it decides to start buzzing again I'll check the relays and see which ones acting up.
