We have 2 key fobs but only one will start the vehicle. The one that does not start the vehicle has a new battery and will lock and unlock the vehicle but it does not seem to be defeating the security system and allow it to start. Does it need to be reprogrammed ?
 
What year truck? Is this new that it won't start the truck or always been that way? Does the security light stay on or off?
The vehicle is new to us and this was the first time we tried the second key fob. The security light on the dash stays on and it just keeps turning over and not firing. The battery in the fob was totally dead and I put in a new one. It's a 2003.
 
The immobilizer system ( for starting the truck) and keyless entry for the key are programmed separately. Sounds like only 1 was done to your 2nd key.

If one key fob can lock and unlock the vehicle but doesn't start it, even with a new battery, there might be an issue with its programming or synchronization with the vehicle's security system. I think it's worth considering reprogramming the key fob.

@Provocateur Sounds like this might be the issue. The door locks and the ignition immobilizer are completely independent systems in the 100, despite using the same remote. The immobilizer system in the ignition/ECU is actually linked to a removeable passive chip which just happens to live in a similar physical space as the remote door lock transmitter. The two are not actually related in any electrical way so you've got to program each one in totally separate processes.
