Is this stock steering wheel?

Hi guys,
I have a 75 fj40.. She is almost road worthy. Is this a stock steering wheel?

What can I use as a cap stock or otherwise to cover the wires and nut?

I have a 78 and thats what mine looks like. Though you are missing the center cap with the blue "T"
